1. Attached are the Finally Adopted Resolutions that were adopted at PAConf/30 (Geneva, 13-14 June 2007). 2. Members are requested kindly to file these Resolutions with their respective Government authorities, where required, and to advise this office of such authorities’ reactions when received. 3. The filing period is 1–31 October 2007 and the intended effectiveness and implementation date is 1 January 2008 or 1 June 2008, as indicated. 4. Filing formalities with the U.S. Department of Transportation on behalf of U.S. Members will be handled by the IATA Washington office. Filing formalities with the National
Transportation Agency of Canada will be handled by the IATA Montreal office. 5. You are reminded that these Resolutions will be declared effective upon receipt of the required Government approvals, in accordance with Resolutions 001 and 006. The premises of each Approved Location holding stocks of Traffic Documents and the safe/strong room/steel cabinet used on such premises to store Traffic Documents shall be in
accordance with the following minimum standards or their acceptable equivalent as may be laid down by the responsible Agency Investigation Panel, and shall be subject to periodic
inspection by the Agency Investigation Panel. Where upon authorised inspection by the
Agency Investigation Panel it is found that the premises of the Approved Location and/or safe/strong room/steel cabinet in use do not meet the minimum security standards provided
herein, or the equivalent acceptable standards laid down by the Agency Investigation Panel,
the provisions of Section 6 of these Rules shall take effect. 10 7. If a safe is installed on the premises, paper accountable Traffic Documents should be stored in the safe. Eeach Approved Location's working supply of unissued Traffic Documents shall when not in use be locked in a steel safe weighing not less than 182 kgs
and bolted, cemented or otherwise secured to the floor or wall to preclude movement within or quick removal from the premises of the Approved Location; provided that the use of a
strong room installed on the premises in place of such safe or the use of a bigger safe of not
less than 500 kgs not necessarily secured to the floor or wall shall be permissible for the storage of the working supply of Traffic Documents where so authorised in writing by the
responsible Agency Investigation Panel. The Agency Investigation Panel may as an alternative approve storage of such documents in a lockable steel cabinet or strong room. Delivery Office, Ticket Delivery Office, STPs or any derivation thereof are hereby no longer applicable. Filing Period Effective/Implementation Date 1-30 September 2007 1 June 2008 15 Resolution 800e CASH BASIS PROVISIONS (NEW) PAC1(43)800e(except USA) Expiry: 31 December 2010 PAC2(43)800e Type: B PAC3(43)800e The purpose of this resolution is to withdraw the applicability of Cash Basis provisions from
all versions of the Passenger Sales Agency Rules howsoever numbered. Where appropriate Cash Basis is replaced with two irregularities and a review, so it is RESOLVED that upon this resolution becoming effective: 1. All references to dealing with Agents on a Cash Basis are no longer applicable. 2. In place of cash basis action for accumulated irregularity and in cases where an
Agent fails to comply with financial criteria so established the Agency Administrator
shall apply two instances of irregularity and provide the Agent with 30 days in which to comply. Failure by the Agent to comply within 30 days shall be grounds for
removal of the Agent from the Agency list. 3. For technical default where monetary payment is not due such as a change of name
or location Cash Basis provisions are replaced with two irregularities and review at
Agent cost. Failure by the Agent to notify the Agency Administrator of a change within 30 days of the change being made can therefore result in a double irregularity
and a review to ensure the Agent continues to meet the Accreditation criteria. The notice of double irregularity and the cost of the review, which shall be paid for by the
Agent, will be confirmed in writing. Failure by the agent to submit the appropriate
application or to rectify the situation within 30 days shall result in the Agent being notified by the Agency Administrator of termination of the Sales Agency Agreement

Amend Resolution 804 Section 2 as follows: 2.2 Only Accredited Agents to be Appointed
a travel agency appointed by a Member to sell international air transportation must be an Accredited Agent operating from an Approved Location whose name and address has been
entered on the Agency List. Renumber paragraphs 2.3 and 2.4 accordingly. 2. Amend Resolution 804 Section 5 as shown below: Section 5 — Custody and Issue of Traffic Documents
5.1 DELIVERY OF TRAFFIC DOCUMENTS AND CARRIER IDENTIFICATION PLATES
only Accredited Agents at Approved Locations may hold Traffic Documents and Carrier
Identification Plates. ISS Management shall provide Agents with stocks of Standard Traffic Documents. (OPATBs to be printed in a STP Location shall be assigned by the controlling
Host Location from its own stock and delivered to the STP Location concerned.) Accordingly, no Member or Airline participating in the Billing and Settlement Plan shall maintain stocks of
its own Traffic Documents with any Agent; 3. Amend Resolution 804 Section 7 as follows: Section 7 – Reporting and Remitting Directly to Members The provisions regarding sales reports, billings, remittances and collections and defaults for sales directly to Members are contained in Section 2 of Resolution 832. Intentionally left blank. 18 4. Amend Resolution 804, Section 10 as shown below): 10.5 LACK OF PROVISIONAL AGREEMENT OR APPROVAL
when pursuant to Subparagraph 10.3.2 or 10.4.2 of this Section the Agency Administrator is unable to execute a provisional Sales Agency Agreement or to give provisional approval as
at the date of the change, the Agency Administrator shall notify all Members and ISS
Management accordingly. With respect to the Location concerned ISS Management shall arrange for all Carrier Identification Plates and Standard Traffic Documents to be removed
and Members not participating in the Billing and Settlement Plan shall withdraw their Traffic
Documents and discontinue credit. Members may however continue to do business with the Agent on a commissionable Cash Basis until further notified by the Agency Administrator. 5. Amend Resolution 804, Section 11, as shown below: 11.2 MINIMUM SECURITY STANDARDS

such premises to store Traffic Documents shall be in accordance with the following minimum standards, or their acceptable equivalent as may be laid down by the Conference, and shall
be subject to periodic inspection. (The term strong room is understood to mean a vault,
located within the Approved Location. All the walls, floor and the ceiling must be constructed of reinforced concrete and the room must be equipped with a steel vault-type door); 11.2.6 If a safe is installed on the premises, paper accountable Traffic Documents should be
stored in the safe. eEach Approved Location's working supply of unissued Traffic Documents shall when not in use be locked in a steel safe weighing not less than 114 kgs
(250 lbs) and bolted, cemented or otherwise secured to the floor or wall to preclude movement within or quick removal from the premises of the Approved Location; provided
that the use of a strong room (as described in Paragraph 11.2) installed on the premises in
place of such safe or the use of a bigger safe of not less than 500 kgs (1,100 lbs.) not necessarily secured to the floor or wall, shall be permissible for the storage of the working
supply of Traffic Documents. Alternatively, the working supply of Traffic Documents may be stored in a double-locked steel cabinet weighing not less than 250 lbs., not necessarily
secured to the floor or wall but not on wheels; if 11.2.6.3 The Agency Services Manager may as an alternative approve storage of such
documents in a lockable steel cabinet or strong room. 5. Amend Resolution 804, Section 12, as shown below: 12.4.1.1(c) Members not participating in the Billing and Settlement Plan shall withdraw all
their Traffic Documents deposited with the Agent or with the Location and require an
immediate accounting and settlement of monies due; 12.4.2.1(c) Members not participating in the Billing and Settlement Plan shall, for the period
of suspension, withdraw all their Traffic Documents deposited with the Agent or Location, 19 12.4.3.1(b) ISS Management shall appoint a Coordinator to withdraw all Standard Traffic Documents and Carrier Identification Plates deposited with the Agent or with the Location
concerned, and Members not participating in the Billing and Settlement Plan shall withdraw
all their Traffic Documents deposited with the Agent or Location and revoke any authorisation given to the Agent or Location to issue its own Transportation Orders on the
Member, except when such Transportation Order is supported by cash payment; Filing Period Effective/Implementation Date 1-30 September 2007 1 January 2008 20 Resolution 808 PASSENGER SALES AGENCY RULES – LATIN AMERICA AND THE CARIBBEAN (Amending) PAC1(42 3)808 (Latin America and the Expiry: Indefinite Caribbean, except French Overseas Department) Type: B 1. Amend Resolution 808, Section 5, as shown below: Section 5 — Custody and Issue of Traffic Documents Only Accredited Agents at Approved Locations may hold Standard Traffic Documents and
Carrier Identification Plates. ISS Management shall provide Agents with stocks of Standard
Traffic Documents (OPATBs to be printed in a STP Location shall be assigned by the controlling Host Location from its own stock and delivered to the STP Location concerned).
Accordingly no Airline or Member participating in the Billing and Settlement Plan shall

and bolted, cemented or otherwise secured to the floor or wall to preclude movement within
or quick removal from the premises of the Location; provided that the use of a strong-room installed on the premises in place of such safe or the use of a bigger safe of not less than
500 kgs not necessarily secured to the floor or wall shall be permissible for the storage of the
working supply of Traffic Documents where so authorised in writing by the Agency Services Manager, in consultation with the Local Customer Advisory Group — Passenger. The
Agency Services Manager may as an alternative approve storage of such documents in a
lockable steel cabinet or strong room; 11.2 MINIMUM SECURITY STANDARDS the premises of each Approved Location holding stocks of Traffic Documents shall be in
accordance with the following minimum standards, or their acceptable equivalent as may be laid down by the Conference, and shall be subject to periodic inspection. (The term strong room is understood to mean a vault, located within the Approved Location. All the walls, floor
and the ceiling must be constructed of reinforced concrete and the room must be equipped with a steel vault-type door); 5. Capital/Investment criteria will be applicable to existing IATA approved agents from 01 April 2008 and for new IATA applicants from 01 April 2007. 3.4.1.2 (c) minimum bank guarantee of PKR 4.0 million or equal to 35 days average turn over, which ever will be higher. The Bank Guarantee has to be issued by a bank, from the
approved list, with an investment status rating from the Pakistan Credit Rating Agency
(PCRA) or JCR-VIS or any other local or international rating approved by the State Bank of Pakistan (SBP). The minimum bank guarantee will be applicable to existing IATA approved
agents from 01 April 2008 and for new IATA applicants from 01 April 2007. The criteria for
existing IATA applicants will also be applicable from 01 April 2007. 3.4.1.3(b) the applicant may be required to provide further information or additional financial support in the form of recapitalisation, bank of insurance bonds or guarantees. Failure on the
part of an Agent to renew, by the expiry date, any such financial guarantees shall constitute grounds for the Agency Administrator to place the Agent on a Cash Basis and give the Agent
notice of termination of the Sales Agency Agreement, provided that if the Agent
demonstrates to the Agency Administrator prior to the termination date that it meets the financial standards, the termination shall not take effect; 3.4.1.4 (a) the Agency Administrator shall conduct periodic examinations of the financial
standing of Agents. He may request and the Agent concerned shall be under obligation to
furnish, by the date specified in the Agency Administrator’s letter of request, the documents deemed necessary by the Agency Administrator to conduct such examination. Failure by the
Agent to submit such documents as prescribed shall be grounds for the Agency
Administrator to place the Agent on a Cash Basis and give the Agent notice of termination of the Sales Agency Agreement, provided that if the Agent demonstrates to the Agency

so warrant, prescribe in writing such conditions as he deems appropriate to be complied with
by the Agent within 60 days of the date of such written prescription. The Agency Administrator shall determine if such conditions have been met. On finding that the Agent
failed to comply, the Agency Administrator shall give the Agent notice of termination. He 24 shall simultaneously place the Agent on Cash Basis at all the Approved Locations, and notify all Members, Airlines and ISS Management accordingly, 3.4.1.4(c) if subsequent to the action taken under Subparagraph 3.4.1.4(b) above, but prior to the termination date, the Agent satisfies the Agency Administrator that the prescribed
conditions have been met, the termination shall not take place, and the Agency
Administrator shall reinstate credit facilities and notify the Agent, all Members, Airlines and where applicable, ISS Management accordingly; 3.4.1.5 when the financial position of an Agent is subject to examination by the Agency Administrator and the Agent is unable to meet the financial criteria of the Travel Agent’s
Handbook, the Agency Administrator shall take normal business fluctuations into account and provide the Agent with a reasonable period of time to meet those criteria; 3.4.1.6 the applicant must wholly own and fully manage the business for which approval is sought as a Branch Office Location; 3.4.2 Personnel the applicant must have at the location concerned: 3.4.2.1 one management employee with a minimum of three years managerial and/or
supervisory experience in the travel and tourism industry within the previous four years. 3.4.2.2 at least one staff member who has successfully completed the BSP training course. 3.4.2.3 in addition to the above, at least two full time qualified staff out of which one must

3.4.2.1(b)(ii) if only one has completed said Course, another who has successfully completed a certified airline ticketing course or have an IATA/UFTAA diploma; and
3.4.2.1(b)(iii) one of which has successfully completed an advance ticketing course; and
3.4.2.1(b)(iv) who have had six months' experience in an airline as an international ticketing agent or representative or was involved in the commercial operations of such airline or had
one year's experience in an agency within the past two years. (For Branch Locations of
Accredited Agents, submission of a certification from Agency's head office that the staff member is an employee of the company but working in the branch office. This certification
should indicate the date of employment. Submission of a copy of the Agent's letter to the
municipal government regarding staff; 3.4.2.1(c) at least one staff member who has successfully completed the BSP Training
Course. 3.4.2.1(a) one management employee with a minimum of two years managerial and/or
supervisory experience in the travel and tourism industry within the previous four years; or at least one manager who has completed the EC-Philippines endorsed Basic Travel Agency
Management course, or its equivalent; and 3.4.2.1(b) at least two full-time travel staff members or at least 20 percent of the travel staff
members, whichever is higher who are qualified and competent to sell international air
transportation and issue traffic documents who: 3.4.2.1(b)(i). have successfully completed an IATA/UFTAA certified airline-ticketing course
or a ticketing course recognized by the EC-Philippines with certificates attesting such, and 3.4.2.1(b)(ii). have one year experience in international fares and ticketing in a travel agency
or airline.” d. Amend Resolution 810 Section 3.4.3: Replace current criteria with present criteria in General Guidelines of Resolution 810,
Sub-Section 3.4.3 Premises as shown below:
26 3.4.3 Premises the location for which application is made must: 3.4.3.1 be identified as a travel agent; 3.4.3.2 be freely accessible to the general public for the sale of international air
transportation during normal business hours; 3.4.3.3 be clearly separated from any other business with which it shares common premises;
none of those businesses may be that of an airline, an Accredited Agent (or such an Agent's Approved Location), another travel agency or a General Sales Agent; 3.4.3.4 if located on the premises of an organisation, plant or commercial firm and dedicated
substantially to the travel requirements of that organisation, plant or commercial firm, be a
Branch of an existing Accredited Agent and meet all the qualifications of this Section, except that it need not be freely accessible to the general public. 3.4.3.1 the place of business for which approval is sought shall be open for business on a regular basis, be clearly identified as a travel agency and freely accessible to the general
public for the sale of international air transportation; provided that such place of business: 3.4.3.1(a) shall not be located at an airport. (The term ‘airport’ means the airport and
supporting facilities, including all parking areas, under the direct jurisdiction of the Airport
Authorities), 3.4.3.1(b) shall not be located on the premises of an organization, plant or commercial firm
and dedicated substantially to the travel requirements of that organization, plant or commercial firm, unless it meets the following requirements: 3.4.3.1(b)(i) it is a branch of an existing Accredited Agent, and 3.4.3.1(b)(ii) it is clearly identified as a travel office conducting its activities separately from other activities in such premises, and 3.4.3.1(b)(iii) it is staffed exclusively by the Accredited Agent, and 3.4.3.1(b)(iv) where possible it shall have a separate telephone number, 3.4.3.1(b)(v) it shall not be located in office space jointly occupied with another travel
agency, an Accredited Agent or an air carrier, and 3.4.3.1(b)(vi) it meets all other criteria of these Rules, including having its own separate
security facilities for safekeeping of Traffic Documents, except that it need not be freely
accessible to the general public. e. Consequential Amendment to Resolution 810 Section 3.4.12: 3.4.13 Tour Operator as Accredited Agent notwithstanding Subparagraph 3.4.3.2 3.4.3.1 of this Section, an applicant which
demonstrates that its business is solely concerned with the organizing of Inclusive Tours and
which fulfills all other criteria but does not maintain a place of business which is freely accessible to the general public, may nevertheless be accredited provided that it performs
the issuance of Traffic Documents related to such Inclusive Tours only. 27 6. Insert new criteria for SRI LANKA as shown below: 3.4.1 Finances 3.4.1.1 the applicant must provide a certified and audited balance sheet and Profit and Loss
account not more than six months old showing satisfactory financial standing and ability to remain solvent and pay bills: 3.4.1.2 applicant must: 3.4.1.2(a) be licensed by the Department of Civil Aviation with a minimum paid up capital of LKR500,000 3.4.1.2(b) be established and be in airline trading business of not less than 6 months prior to the application. The applicant is also required to submit a Minimum Bank Guarantee of LKR
5 million or 32 days trading which ever is higher. The Bank Guarantee has to be issued by a
bank with an investment status rating from Fitch Lanka or an international rating from Standard & Poors, Moody's or Fitch Ratings. Trading in BSP would be up to the value of the
Industry Bank Guarantee. 3.4.1.3 (a) when assessing whether the applicant meets the financial standing described in
Subparagraph 3.4.1.1, the following shall be taken into account: Aspect Ratios calculated Expected Range Profitability Return on capital employed, More than 10% Net profit margin to turnover More than 10% (Based on commission) Liquidity Current ratio 1 – 1.5 Assets Utilisation Assets Turnover 2 – 5 times (Based on commission) Solvency Debt / equity ratio Less than 50% Total net assets Should be more than
Share Capital
The results of above ratio analysis is compared with past periods and interpreted to
determine whether business performance is satisfactory. Further absolute values underlying
the ratios are also taken into consideration in arriving at the final conclusion. 3.4.1.3(b) the applicant may be required to provide further information or additional financial
support in the form of recapitalisation, bank of insurance bonds or guarantees. Failure on the part of an Agent to renew, by the expiry date, any such financial guarantees shall constitute
grounds for the Agency Administrator to place the Agent on a Cash Basis and give the Agent
notice of termination of the Sales Agency Agreement, provided that if the Agent demonstrates to the Agency Administrator prior to the termination date that it meets the
financial standards, the termination shall not take effect; 3.4.1.4 (a) the Agency Administrator shall conduct periodic examinations of the financial standing of Agents. He may request and the Agent concerned shall be under obligation to

where applicable, ISS Management accordingly; 3.4.1.5 when the financial position of an Agent is subject to examination by the Agency
Administrator and the Agent is unable to meet the financial criteria of the Travel Agent’s
Handbook, the Agency Administrator shall take normal business fluctuations into account and provide the Agent with a reasonable period of time to meet those criteria; 3.4.1.6 the applicant must wholly own and fully manage the business for which approval is sought as a Branch Office Location; 7. Insert new paragraph 3.4.1.3(a)(iv) in ASSEMBLY CRITERIA – THAILAND as below: 3.4.1.3(a)(iv) for applicant with previous history of default and had used Default Insurance Program (DIP) as a means of financial guarantee, a certifying letter from the DIP provider
shall be required, stating in essence that all outstanding amount have been settled satisfactorily. 8. Create Assembly Criteria -Timor Leste as shown below: ASSEMBLY CRITERIA – TIMOR LESTE 3.4.1 Finances 3.4.1.1 the applicant must provide a certified and audited balance sheet and Profit and Loss
account not more than six months old showing satisfactory financial standing and ability to
remain solvent and pay bills: 3.4.1.2 applicant must: 3.4.1.2(a) have a minimum paid up capital as required by the local Government 3.4.1.2(b) be established and be in airline trading business of not less than 6 months prior to
the application. The applicant is also required to submit a Minimum Bank Guarantee
equivalent to an average of one month’s turnover. 29 3.4.1.3(a) when assessing whether the applicant meets the financial standing described in Subparagraph 3.4.1.1, the following shall be taken into account: 3.4.1.3(a)(i) availability of adequate liquid funds to meet normal trading commitments; 3.4.1.3(a)(ii) capital required to commensurate with fixed assets; 3.4.1.3(a)(iii) the existence of preferential claims on the assets and the existence of
contingent liabilities; 3.4.1.3(b) the applicant may be required to provide further information or additional financial
support in the form of recapitalisation, bank of insurance bonds or guarantees. Failure on the part of an Agent to renew, by the expiry date, any such financial guarantees shall constitute
grounds for the Agency Administrator to place the Agent on a Cash Basis and give the Agent
notice of termination of the Sales Agency Agreement, provided that if the Agent demonstrates to the Agency Administrator prior to the termination date that it meets the

Amend Resolution 810 Section 8 as follows: Section 8 – Reporting and Remitting Directly to Members The provisions regarding sales reports, billings, remittances and collections and defaults for
sales directly to Members are contained in Section 2 of Resolution 832. Intentionally left blank. 10. Insert new Section 12, as shown below: Section 12 – Reviews by the Travel Agency Commissioner
The matters under the purview of the Travel Agency Commissioner are set out in Resolution 820e as are the procedures for conducting reviews. 11. Delete current Section 12, renumber it Section 14 and insert new text as shown below: Section 12 — Measures Affecting an IATA Agent's Standing 12.1 EFFECT OF PLACING ON CASH BASIS
when an Agent or an Approved Location is placed on a Cash Basis in accordance with any
of the provisions of these Rules: 12.1.1 the Agency Administrator shall notify the Agent and all Members; 12.1.2 any Member which has the Agent under appointment shall discontinue credit,
withdraw all Traffic Documents supplied by it to the Agent or the Location and revoke all
authorisation given to the Agent or the Location to issue its own Transportation Orders drawn on Members. Except as otherwise provided in these Rules, amounts due by the Agent
arising from sales made prior to the effective date of the placement on Cash Basis shall be
settled to Members in accordance with the procedures and deadlines applicable under the provisions of Sections 1 or 2 of Resolution 832, as appropriate. Members may continue to do
business on a Cash Basis with the Agent or Location until notified by the Agency
Administrator that credit facilities may be restored. 12.2 EFFECT OF REPRIMAND
when a reprimand is issued to an Agent under any of the provisions of these Rules the Agency Administrator shall record the reprimand against the Agent and notify the Agent that
this has been done. 12.3 EFFECT OF SUSPENSION
when an Agent or an Approved Location is suspended in accordance with any of the
provisions of these Rules: 12.3.1 the Agency Administrator shall notify all Members of the suspension and the terms thereof; 12.3.2 any Member which has the Agent under appointment shall for the period of the suspension withdraw all Traffic Documents supplied by it to the Agent or the Location and
revoke any authorisation given to the Agent or the Location to 31 issue its own Transportation Orders drawn on Members and may for the period of the suspension do business with the Agent on a Cash Basis only; 12.3.3 no Member shall pay to or credit the Agent with commission and the Agent shall not
claim or withhold commission in respect of sales of international air passenger transportation
made by the Agent during the period of its suspension or made by an Approved Location
during the period that the Location is suspended. Moreover, during the period of the suspension no Member shall grant and the Agent shall not claim or receive any benefit or
privilege in respect of the Location suspended; 12.3.4 in all other respects the Sales Agency Agreement shall remain in effect during the
period of suspension. 12.4 EFFECT OF REMOVAL
when an Agent or an Approved Location is to be removed from the Agency List in accordance with any of the provisions of these Rules: 12.4.1 the Director General shall by notice in writing to the Agent terminate the Agent's Sales Agency Agreement or exclude the Location from the application of the Agreement; 12.4.2 the Agency Administrator shall notify all Members that the Agent, or the Location, has been removed from the Agency List; 12.4.3 all Members shall withdraw Traffic Documents supplied by them to the Agent or the
Location and revoke any authorisation given to the Agent or the Location to issue its own
Transportation Orders drawn on Members, and require an immediate accounting and
settlement of all monies due; and 12.4.4 a new application for approval of the Agent or the Location shall not be accepted
within six months from the date of removal from the Agency List. 12.5 VOLUNTARY RELINQUISHMENT 12.5.1 an Accredited Agent may voluntarily relinquish its accreditation in respect of all or any
of its Approved Locations at any time by notifying in advance the Agency Administrator in writing who shall in turn notify all Members; 12.5.2 all Members shall withdraw Traffic Documents supplied by them to the Agent or the Location and revoke any authorisation given to the Agent or the Location to issue its own
Transportation Orders drawn on Members, and require an immediate accounting and
settlement of all monies due; 12.6 OTHER MEASURES AFFECTING OPERATION OF AGENT 12.6.1 when an Agent is declared bankrupt, placed in receivership or judicial administration,
goes into liquidation or becomes subject to any other similar legal procedure affecting its
normal operation, the Agency Administrator shall, when allowed by the provisions of applicable law at the Agent's place of business, place the Agent on a Cash Basis; 12.6.2 notwithstanding the provisions contained in Paragraph 4 of Resolution 824, when
evidence is produced that an Agent uses its IATA accreditation to engage in, and profit from,
activities which, if associated with IATA, may prove detrimental to the good standing of IATA, the Agency Administrator may remove the Agent from the Agency List and notify all
members of the action being taken. The Agency Administrator shall give notice to the Agent
and such removal shall be without prejudice to fulfilment by the Agent and each of the 32 Members having the Agent under appointment of all obligations accrued up to the date of removal from the Agency List. 12.7 EFFECT OF CASH BASIS, REMOVAL OR SUSPENSION IN BILLING AND
SETTLEMENT PLAN AREAS
when an Agent at an Approved Location situated in the area of a Billing and Settlement Plan
is to be placed on a Cash Basis, suspended under any of the provisions of these Rules, removed from the Agency List or voluntarily relinquishes its accreditation, the Agency
Administrator shall notify ISS Management which shall promptly notify the Clearing Bank.
The provisions of Paragraphs 12.1, 12.3, 12.4 or 12.5 of this Section, as the case may be, shall apply except that ISS Management shall arrange to withdraw all Traffic Documents
supplied by ISS Management to the Agent or the Approved Location concerned and all Carrier Identification Plates; and in cases of removal or voluntary relinquishment ISS
Management shall require an immediate accounting and settlement of all monies due under
the Billing and Settlement Plan by the Agent or the Approved Location concerned. 12.8 LICENCE TO TRADE
in addition to actions affecting an Agent's IATA status which may be taken pursuant to these Rules, the application of the Sales Agency Agreement to any Location of an Agent and the
capacity of such Agent to do business with Members may be affected by termination,
suspension or other condition relating to the Agent's licence to trade (where this is officially required) imposed by the government authorities of the place where the Location is situated.
In such case, the Agency Administrator shall promptly notify all Members, with copy to the
Agent, of the effects of such government action. 12.9 HOST APPROVED LOCATIONS
any action taken in accordance with the provisions of this Section with respect to a Location which is a Host Approved Location shall apply to all Satellite Ticket Printer Locations
remoted and controlled from such Host Approved Location. 12.10 USE OF IATA LOGO 12.10.1 An IATA Accredited Agent may use the logo on its letterhead and publicity materials
exactly as illustrated in the Travel Agents Handbooks. No other forms of IATA logo are
authorised for Agent use. 12.10.2 The use of the logo is permitted only in connection with activities of an IATA
Accredited Agent's Approved Locations. 12.10.3 The IATA logo may not be used in any way to misrepresent an existing industry
service such as the IATA Travel Agent Identity (ID) Card. Section 14 – Measures Affecting an Agent’s Standing 14.1 RELINQUISHMENT BY AGENT 14.1.1 an Accredited Agent may voluntarily relinquish its Accreditation in respect of all or any of its Approved Locations at any time by giving advance notice in writing to the Agency
Administrator who shall notify all Members. The notice will state an effective date of withdrawal, without prejudice to fulfillment by the Agent and each of the Members having the
Agent under appointment, of all obligations accrued up to the date of withdrawal from the
Agency List; 14.1.2 in the event an Agent voluntarily relinquishes any Member’s appointment it shall so
notify the Member in writing; 33 14.1.3 in both instances the Agent shall surrender all un-issued Traffic Documents and
Carrier Identification Plates in its possession together with all other equipment that is the
property of the Member to that Member. 14.2 REMOVAL BY AGENCY ADMINISTRATOR 14.2.1 the Agency Administrator may, in accordance with the provisions of these Rules,
remove for cause an Agent or a Location of an Agent from the Agency List by giving notice
in writing to the Agent to take effect in accordance with these Rules. Such removal shall be without prejudice to fulfillment by the Agent and each of the Members having the Agent
under appointment of all obligations accrued up to the date of removal from the Agency List; 14.2.2 notwithstanding the provisions contained in Paragraph 4 of Resolution 824, when
evidence is produced that an Agent uses its IATA accreditation to engage in, and profit from, activities which, if associated with IATA, may prove detrimental to the good standing of IATA,
the Agency Administrator may remove the Agent from the Agency List and notify all
members of the action being taken. The Agency Administrator shall give notice to the Agent and such removal shall be without prejudice to fulfillment by the Agent and each of the
Members having the Agent under appointment of all obligations accrued up the date of
removal from the Agency List. 14.3 NOTICE OF SUSPENSION BY AGENCY ADMINISTRATOR when an Agent or Location is suspended for cause under the provisions of these Rules, the
Agency Administrator shall give notice thereof in writing to the Agent. The suspension will
take effect from the time specified in the written notice. 14.4 EFFECT OF REMOVAL OR SUSPENSION OR CASH BASIS OR REPRIMAND 14.4.1 Removal 14.4.1.1 when notice has been served by the Agency Administrator that an Agent or
Location is to be removed from the Agency List; 14.4.1.1(a) the Agency Administrator shall by notice to the Agent terminate the Agent’s
Sales Agency Agreement or exclude the Location from the application of the Agreement and
so notify Members, 14.4.1.1(b) ISS Management shall appoint a Coordinator to withdraw all Standard Traffic
Documents and Carrier Identification Plates deposited with the Agent or with the Location and require an immediate accounting and settlement of monies due, 14.4.1.1(c) Members not participating in the Billing and Settlement Plan shall withdraw all their Traffic Documents deposited with the Agent or with the Location, revoke any
authorization given to the Agent or the Location to issue its own Transportation Orders
drawn on the Member and require an immediate accounting and settlement of monies due; 14.4.1.1(d) a new application for approval of the Agent or the Location shall not be accepted within six months from the date of removal from the Agency List; 14.4.2 Suspension 14.4.2.1 when notice has been served by the Agency Administrator that an Agent or
Location is to be suspended; 34 14.4.2.1(a) the Agency Administrator shall so notify Members, 14.4.2.1(b) ISS Management shall appoint a Coordinator to withdraw for the period of suspension all Standard Traffic Documents and Carrier Identification Plates deposited with
the Agent or with the Location, 14.4.2.1(c) Members not participating in the Billing and Settlement Plan shall, for the period
of suspension, withdraw all their Traffic Documents deposited with the Agent or Location,
and revoke any authorization given to the Agent of Location to issue its own Transportation Orders drawn on the Member, 14.4.2.1(d) during the period of suspension the Agent or Location may continue to do
business with Members on a non-commissionable Cash Basis, 14.4.2.1(e) during the period of suspension the Agent must not claim or receive, and no
Member may give, any benefit or privilege accruing under any applicable Resolution in
respect of the Location suspended, 14.4.2.1(f) in all other respects the provisions of these Rules and of other applicable
Resolutions continue to apply to the Agent of Location during the period of suspension; 14.4.3 Cash Basis 14.4.3.1 when an Agent or Location is placed on Cash Basis in accordance with any of the
provisions of these Rules; 14.4.3.1(a) the Agency Administrator shall so notify the Agent, all Members, Airlines and ISS
Management, 14.4.3.1(b) ISS Management shall appoint a Coordinator to withdraw all Standard Traffic
Documents and Carrier Identification Plates deposited with the Agent or with the Location concerned, and Members not participating in the Billing and Settlement Plan shall withdraw
all their Traffic Documents deposited with the Agent or Location to issue its own
Transportation Orders on the Member, except when such Transportation Order is supported by cash payment; 14.4.3.2 except as otherwise provided in these Rules, amounts due by the Agent arising from sales made prior to the effective date of the placement on Cash Basis shall be settled
in accordance with the procedures and deadlines applicable under the provisions of Sections
1 or 2 of Resolution 832 as appropriate; 14.4.3.3 Members and Airlines may continue to do business on a Cash Basis with the Agent
or Location until notified by the Agency Administrator that credit facilities may be restored; 14.4.4 Reprimand when a reprimand is issued to an Agent under any of the provisions of these Rules, the
Agency Administrator shall record it against the Agent and notify the Agent that this has been done. 14.5 OTHER MEASURES AFFECTING OPERATION OF AGENT when an Agent is declared bankrupt, placed in receivership or judicial administration, goes
into liquidation or becomes subject to any other similar legal procedure affecting its normal 35 operation, the Agency Administrator shall, when allowed by the provisions of applicable law at the Agent’s place of business, place the Agent on a Cash Basis. 14.6 APPOINTMENT AND DUTIES OF COORDINATOR 14.6.1 ISS Management shall appoint the Coordinator upon the request of the Agency
Administrator when an Agent or a Location which operates under the Billing and Settlement Plan procedures; 14.6.1.1 is removed from the Agency List or suspended under these Rules; or 14.6.1.2 is declared in default under these Rules; or 14.6.1.3 is placed on a commissionable or non-commissionable Cash Basis under these
Rules; or 14.6.1.4 has an application for change of ownership disapproved under these Rules; 14.6.2 the Coordinator shall immediately remove all Standard Traffic Documents and Carrier
Identification Plates from the Agent or the Location concerned and shall, when so
prescribed, require an immediate accounting and settlement of all monies due. 14.7 CHANGES TO AGENT’S OFFICIAL LICENCE if the government authorities of the place where an Agent’s Location is situated terminate,
suspend or otherwise condition the official licence granted to such Location, the Agency
Administrator shall promptly notify all Members and the Agent of the effects of such action. 14.8 HOST APPROVED LOCATIONS any action taken in accordance with the provisions of this Section with respect to a Location
which is a Host Approved Location shall apply to all Satellite Ticket Printer Locations remoted and controlled from such Host Approved Location. 14.9 USE OF IATA LOGO 14.9.1 An IATA Accredited Agent may use the logo on its letterhead and publicity materials
exactly as illiustrated in the Travel Agents Handbooks. No other forms of IATA logo are authorized for Agent use. 14.9.2 The use of the logo is permitted only in connection with activities of an IATA Accredited Agent’s Approved Locations. 14.9.3 The IATA logo may not be used in any way to misrepresent an existing industry service such as the IATA Travel Agent Identity (ID) Card. 12. Delete current Section 14, renumber if Section 15 and insert text new text as shown shown below: Section 14 — Agency Fees 14.1 the following agency fees shall be payable: 36 14.1.1 a non-refundable application fee in respect of each application to become an Accredited Agent or an Approved Location and of applications for approval of changes of
name, ownership or Location; 14.1.2 entry fees on application for entry in the Agency List of the Agent's Head Office
Location and for entry of each Branch Office, each STP Location, each ET Location, and all
other locations included within the Agency Programme; 14.1.3 annual agency fees with respect to Head Office Locations, each Branch Location,
each STP Location, each ET Location, and all other locations included within the Agency Programme; 14.1.4 no application for entry as an Agent on the Agency List shall be considered unless the
Agency Administrator has received the application fee, the entry fee and the first annual
agency fee. If the application is rejected, the entry and annual agency fees shall be returned to the applicant; 14.1.5 the amounts of application fees, entry fees and annual agency fees shall be determined by the Conference in consultation with the Director General and upon the
recommendations of the Orient Assembly. 14.2 subject to Subparagraph 14.1.4 of this Section annual agency fees for each calendar
year shall be paid, not later than December 1 of the preceding year, to the Agency
Administrator at such place as he may designate. Invoices for such fees shall be sent out by the Agency Administrator not later than November 1 of each year. The Agency Administrator
may, at his discretion, instruct Agents to settle such invoices through the Billing and
Settlement Plan facilities. If any Agent fails to pay the annual fee by December 1, the Agency Administrator may apply an additional late-payment fee to that Agent and shall
promptly notify the Agent in writing that its Sales Agency Agreement shall be terminated if
such fee and such additional fee are not received by December 31. In the event payment is not made by such date, the Director General shall terminate the Agent's Sales Agency
Agreement and the Agency Administrator shall remove the Agent's name from the Agency List. 14.3 if an Agent whose Agreement has been terminated under Paragraph 14.2 of this Section subsequently remits the annual agency fee by March 31 following such termination,
the Agency Administrator may, if he is satisfied that the late payment was caused by events
beyond the Agent's control, reinstate the accreditation of an Agent. Such Agent's name shall then be re-entered on the Agency List and a new Sales Agency Agreement shall be
executed. 14.4 in the event an Agent refuses to remit the correct level of application fee, or
administration fee, then the Agency Administrator shall promptly notify the Agent in writing
that its Sales Agency Agreement shall be terminated within 30 days for failure to pay fees due. 14.5 if an Agent whose Agreement has been terminated under Paragraph 14.4 of this
Paragraph subsequently remits the correct fees within 30 days, following such termination,
the Agency Administrator may reinstate the accreditation of an Agent. Such Agent's name shall then be re-entered on the Agency List and a Sales Agency Agreement shall be
executed or re-instated. 14.6 agency fees collected by the Agency Administrator on behalf of IATA will be expended
by the Director General in accordance with directives given by the Board of Governors of 37 IATA and taking account of recommendations of the Orient Assembly, to administer the Agency Programme under these Rules. Section 15 – Agency Fees 15.1 TYPES OF FEES 15.1.1 the following agency fees, in the amounts determined by the Conference in
consultation with the Director General and upon the recommendations of the Orient
Assembly, shall be payable: 15.1.1(a) a non-refundable application fee in respect of each application to become an Accredited Agent or an Approved Location of an Accredited Agent and of applications for
approval of changes of name, ownership or Location, 15.1.1(b) entry fees on application for entry in the Agency List of the Agent’s Head Office
Location and for entry of each Branch Office Location, each STP Location, each ET Location
and all other locations included within the Agency Programme; 15.1.1(c) annual agency fees with respect to Head Office Locations, each Branch Office
Location, each STP Location, each ET Location, and all other locations included within the Agency Programme; 15.1.2 no application for inclusion as an Agent on the Agency List shall b e considered unless the application fee, the entry fee and the first annual agency fee have been received.
If the application is rejected, the entry and annual agency fees shall be returned to the
applicant. 15.2 INVOICING
except in respect of the first assessment upon application, annual agency fees for each calendar year shall be paid no later than 1 December of the preceding year in accordance
with the instructions of the Agency Administrator not later than 1 November of each year. The Agency Administrator may, at his discretion, instruct Agents to settle such invoices
through the Billing and Settlement Plan facilities. 15.3 NON-PAYMENT OF APPLICATION OR ADMINISTRATIVE FEES 15.3.1 if any Agent fails to pay the annual fee by 1 December, the Agency Administrator may apply an additional late payment fee to that Agent and shall promptly notify the Agent in
writing that its Sales Agency Agreement shall be terminated if such fee and such additional
fee are not received by December 31. In the event payment is not made by such date, the Director General shall terminate the Agent’s Sales Agency Agreement and the Agency
Administrator shall remove the Agent’s name from the Agency List; 15.3.2 if an Agent whose Agreement has been terminated under Subparagraph 15.3.1 of this
Paragraph subsequently remits the annual agency fee by 31 March following such
termination, the Agency Administrator may, if he is satisfied that the late payment was caused by events beyond the Agent’s control, reinstate the accreditation of an Agent. Such
Agent’s name shall then be re-entered on the Agency List and a new Sales Agency Agreement shall be executed; 15.3.3 in the event an Agent refuses to remit the correct level of application fee, or administration fee, t hen the Agency Administrator shall promptly notify the Agent in writing
that its Sales Agency Agreement shall be terminated within 30 days for failure to pay fees
due; 38 15.3.4 if an Agent whose Agreement has been terminated under Subparagraph 15.3.3 of this
Paragraph subsequently remits the correct fees within 30 days, following such termination,
the Agency Administrator may reinstate the accreditation of an Agent. Such Agent’s name shall then be re-entered on the Agency List and a Sales Agency Agreement shall be
executed or re-instated. 15.4 USE OF AGENCY FEES agency fees collected by the Agency Administrator on behalf of IATA will be expended by the Director General in accordance with directives given by the Board of Governors of IATA
and taking account of recommendations of the Orient Assembly, to administer the IATA Agency Programme. 13. Renumber current Section 15 as Section 16: Section 156 — Indemnities and Waiver 156.1 the Agent agrees to indemnify and hold harmless the Member, its officers and
employees from all damage, expense or loss on account of the loss, robbery, theft, burglary,
fraudulent issue or misuse of Traffic Documents supplied to the Agent pursuant to these Rules, which Traffic Documents have not been duly issued by the Agent; provided that the
Agent shall be relieved of liability in respect of any damage, expense or loss incurred or
suffered by the Member resulting from such event if the Agent can demonstrate that at the material time it met the minimum security standards prescribed in Attachment ‘B’ to these
Rules, and that such unlawful removal was immediately reported in accordance with the
requirements of these Rules, or fraudulent issue or misuse of such Traffic Documents resulted solely from the action of persons other than the Agent, it officers or employees. 156.2 the Agent recognises that Members (whether acting individually or collectively) the
Director General, the Agency Administrator and ISS Management are required to issue
notices, give directions, and take other action pursuant to these Rules and other applicable Resolutions, including in the circumstances therein provided giving notices of irregularity and
default, notices of alleged violations and notices of grounds for removing an Agent or any of
its Locations from the Agency List or for reprimanding an Agent. The Agent waives any and all claims and causes of action against any Member and IATA and any of their officers and
employees for any loss, injury or damage (including damages for libel, slander or defamation
of character) arising from any act done or omitted in good faith in connection with the performance of any of their duties or functions under these Rules and other applicable
Resolutions and indemnifies them against such claims by the Agent's officers, employees or

within or quick removal from the premises of the Location; provided that the use of a strong
room installed on the premises in place of such safe or the use of a bigger safe of not less than 500 kgs not necessarily secured to the floor or wall shall be permissible for the storage
of the working supply of STDs where so authorised in writing by the Agency Services
Manager. If no safe is on the premises such documents should be stored in a lockable steel cabinet/strong room approved by the Agency Services Manager. 40 8. The reserve supply of Traffic Documents (i.e. all Traffic Documents in excess of the working supply described in Paragraph 5) shall be maintained in a safety deposit box in a
bank or similar financial institution, hotel safe or equivalent off-premises security facility;
provided that where the Agency Services Manager has determined that no suitable off- premises security facility is available or that the use of such facility would not improve the
security of the reserve supply, it may authorise an Agent to maintain its reserve supply of
Traffic Documents on the premises of the Approved Location in a safe or strong room which has been inspected on behalf of and approved by the Agency Services Manager. 8.1 Singapore Only the reserve supply of STDs (i.e. all STDs in excess of the working supply
described in Paragraph 5) shall be maintained in a safety deposit box in a bank or similar
financial institution, hotel safe or equivalent off premises security facility; provided that where the Agency Services Manager has determined that no suitable off-premises security facility
is available or that the use of such facility would not improve the security of the reserve

approved by the Agency Services Manager. Only Accredited Agents at Approved Locations may hold Standard Traffic Documents and Carrier Identification Plates. ISS Management shall provide Agents with stocks of Standard
Traffic Documents (Standard Traffic Documents assigned to an STP shall be provided to the
controlling Host Location for delivery to the STP Location concerned). Accordingly no Airline or Member participating in the Billing and Settlement Plan shall deposit or maintain stocks of
its own Traffic Documents with any Accredited Agent. 5.3 REMOVAL BY MEMBER the removal by a Member of its Traffic Documents/Carrier Identification Plates from an
Agent’s custody is governed by the Passenger Sales Agency Agreement. Except where withdrawal of electronic ticketing authority (including any material reduction in ticketing) is
due to the financial position of the Agent, withdrawal (including any material reduction) shall
not be effected, except upon reasonable cause and upon at least 3 business days prior notice. 2. Amend Resolution 810i, Section 6, as shown below: Section 6 — Application of Minimum Security Standards for Safe Custody of Traffic
Documents and Carrier Identification Plates
6.1 MINIMUM SECURITY STANDARDS
6.1.1
the premises of each Approved Location holding stocks of Traffic Documents, and the
safe/strong room/steel cabinet used on such premises to store Traffic Documents, shall be in accordance with the following minimum standards or their acceptable equivalent as may be
laid down by the Conference. The premises of Approved Locations shall be subject to
periodic inspection. When upon authorised inspection it is found that the minimum security standards, prescribed in this Paragraph are not met, the provisions of Paragraphs 6.3
through 6.8 of this Section shall take effect; 45 6.1.1.7 If a safe is installed on the premises, paper accountable Traffic Documents should be stored in the safe. eEach Approved Location's working supply of unissued Traffic Documents shall when not in use be locked in a steel safe weighing not less than 182 kgs
and bolted, cemented or otherwise secured to the floor or wall to preclude movement within or quick removal from the premises of the Location; provided that the use of a strong-room
installed on the premises in place of such safe or the use of a bigger safe of not less than
500 kgs not necessarily secured to the floor or wall shall be permissible for the storage of the working supply of Traffic Documents where so authorised in writing by the Agency Services
Manager. The Agency Services Manager may as an alternative approve storage of such
documents in a lockable steel cabinet or strong room; 3. Amend Resolution 810i Section 8 as follows: Section 8 – Reporting and Remitting Directly to Members The provisions regarding sales reports, billings, remittances and collections and defaults for
sales directly to Members are contained in Section 2 of Resolution 832. Intentionally left blank. 4. Amend Resolution 810i Section 11 as shown below: 11.5 LACK OF PROVISIONAL AGREEMENT OR APPROVAL
when pursuant to Subparagraph 11.3.2 or 11.4.2 of this Section the Agency Administrator is
unable to execute a provisional Sales Agency Agreement or to give provisional approval as at the date of the change, the Agency Administrator shall notify all Members and ISS
Management accordingly. With respect to the Location concerned ISS Management shall
arrange for all Carrier Identification Plates and Standard Traffic Documents to be removed and Members not participating in the Billing and Settlement Plan shall withdraw their Traffic
Documents and discontinue credit. Members may however continue to do business with the Agent on a commissionable Cash Basis until further notified by the Agency Administrator. 5. Amend Resolution 810i Section 14 as shown below: 14.4.1.1(c) Members not participating in the Billing and Settlement Plan shall withdraw all their Traffic Documents deposited with the Agent or with the Location, revoke any
authorisation given to the Agent or the Location to issue its own Transportation Orders
drawn on the Member and require an immediate accounting and settlement of monies due; 14.4.2.1(c) Members not participating in the Billing and Settlement Plan shall, for the period of suspension, withdraw all their Traffic Documents deposited with the Agent or
Location, and revoke any authorisation given to the Agent or Location to issue its own
Transportation Orders drawn on the Member, 46 14.4.3.1(b) ISS Management shall appoint a Coordinator to withdraw all Standard Traffic Documents and Carrier Identification Plates deposited with the Agent or with the Location
concerned, and Members not participating in the Billing and Settlement Plan shall withdraw
all their Traffic Documents deposited with the Agent or Location to issue its own Transportation Orders on the Member, except when such Transportation Order is supported

3.4.4.2(b) at an airport. (The term ‘airport’ means the airport and supporting facilities,
including all parking areas, under the direct jurisdiction of the Airport Authorities); 3.4.8/3.4.8.1 the applicant must not be a General Sales Agent for a Member in the country (whether or not for the whole of that country) where the location for which approval is being
sought is situated; provided that this shall not preclude consideration by the Agency Services
Manager of such an applicant if the application contains evidence, to the satisfaction of the Agency Services Manager, that the applicant will have ceased to be such a General Sales
Agent before the date of effectiveness of the decision taken by the Agency Services
Manager to accredit the applicant, 3.4.8.2 the applicant must not act as a General Sales Agent for one or more non-IATA air
carriers. Nevertheless an applicant or an Accredited Agent may be authorised to act as a
GSA for one or more non-IATA air carriers if no Member files written protest with the Agency Services Manager in accordance with the procedures set out in Section 4, Subparagraph
